CRS HR Officer

CRS History in Indonesia

CRS has been operating in Indonesia since 1957 to assist the poor and the disadvantaged, and to strengthen people's capacity to become self-reliant. Initially, CRS focused on food-aid program to address food insecurity problems in certain parts of Indonesia through Food For Work, Health and Nutrition, and Income Generating Activity programs. Currently CRS programs have expanded to include emergency response and disaster risk reduction, sustainable agriculture/ livelihood and strengthening civil society and good governance at local level.

In order to support our commitment, we are looking for best talents to fill in the following vacant positions of HR Officer (HRO).

1. PRIMARY RESPONSIBILITIES OF THIS POSITION:

Under the guidance of HR Manager, HR Administrator Officer will be based on Jakarta and manages the day-to-day operations of the Human Resource office. The HR Administrator Officer manages the administration of the human resources policies, procedures and programs. The HR Generalist carries out responsibilities in the following functional areas: Recruitment and Selection, Training and Development, Compensation and Benefits, Employee Relations and HR in general.

Provides Human Resources support to CRS/ID staff in Jakarta , Kupang and other locations as need arises.

2. POSITION RESPONSIBILITIES (KEY TASKS):

Recruitment/Selection:
1. Ensure all the inquiries have been prepared completely including required forms.
2. Deal with the advertisement agency in relation with job posting. And circulate job announcement for internal use.
3. Prepare list of application received for current and future use.
4. Ensure that the applicant’s criteria of suitability are overt and relevant to the job itself.
5. Contact applicants for interview
6. Conducts the recruiting planning meetings and arrange interviews and communicate details to interview board.
7. Prepare documentation for interview panel.
8. Participate as a member of the interview panel for specific positions.
9. Follow up on references.
10. Prepare Job Offers and Contracts including the signing of contracts.

Staff Orientation:
1. Welcome and introduce new employee(s) to all employees on the first day
2. Take employee on a tour of work area: food service, copy/fax machines, stairs, elevators, fire exits, recycling bins, bathrooms, etc.
3. Prepare the orientation/welcome package for new staff

Training
1. Identifying training needs of all department
2. Developing training manual and programs
3. Assists with the establishment of the training program by using the most suitable approach as department needs (i.e. One-on-one training, on-the-job training, group training, seminars, or workshops).
4. Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.
5. Create data and advise HR Manager which training providers tender a good courses and its cost.
6. Evaluate the training program by indicate the effectiveness of both the training as well as the trainer. Furthermore evaluate feedback on the trainer’s performance, indicate its cost-effectiveness and determine the overall effectiveness of the training program for the employees as well as the organization.
7. Assists with the development of and monitors the spending of the corporate training budget.
8. Maintains employee training records.

Performance Management:
1. Assists with the implementation of the performance management system that includes performance development plan (PDP) and employee development programs.
2. Review period of goals and developmental plans for the next Performance Management period. Utilizing any completed and finalized review from the prior performance period and goals for the upcoming fiscal year.
3. With the HR Manager to guide Managers in the Performance Management process and ensure timelines are being met.

Compensation and Benefits
1. Assists with the monitoring of the company wage and salary structure within the company including bonuses and raises.
2. Practices and pay bands that help to recruit and retain superior staff.
3. Provides payroll processing backup support. Partners with accounting and payroll to maintain the payroll data base if needed.
4. Participates in one salary survey per year.
5. Provides day-to-day benefits administration services. Assist employees with any claim issues.
6. Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.

Policies and procedures:
1. Ensure that CRS policies and procedures are understood and are adhered to by all staff.
2. Ensure that updates and changes in the policies and procedures are always communicated to the finance and other departments’ staff and that they understand them.
3. Work closely with Administration Department to ensure policies and procedures are implemented correctly.
4. Provide feedbacks and inputs to HQ on the draft policies, when required.


3. REQUIREMENT AND EXPERIENCE

Requirement
1. General knowledge of employment laws and practices will be added value.
2. Experience in the administration of benefits and compensation programs and other Human Resources programs.
3. Excellent computer skills in a Microsoft Windows environment. Must include Excel and demonstrated skills in database management and record keeping.
4. Effective oral and written communication.
5. Excellent interpersonal and coaching skills.
6. Evidence of the practice of a high level of confidentiality.
7. Excellent organizational skills.

Education and Experience
1. Minimum of a Bachelor's degree or equivalent in Human Resources, Business, or Organization Development or equivalent.
2. Three to five plus years of progressive experience in Human Resources positions.
