1. Cultural Orientation Coordinator, Thailand

Founded in 1933, the IRC is one of the largest humanitarian agencies
in the world, providing relief, rehabilitation post-conflict
reconstruction support, and resettlement services to victims of
oppression and violent conflict in over 20 countries worldwide and 23
offices in the United States. In Bangkok, Thailand the IRC operates an
Overseas Processing Entity (OPE) to assist persons seeking admission
to the US as refugees. The OPE staff completes refugee applications
for consideration and assists the US Government in the processing of
such applications. The OPE also gathers key information that is given
to US resettlement agencies to help them prepare for the arrival of
approved refugees.

POSITION DESCRIPTION:
The Cultural Orientation Coordinator is responsible for overseeing all
aspects of OPE Information Campaign (IC) and Cultural Orientation (CO)
activities. The CO Coordinator is responsible for CO curriculum
development and implementation in accordance with the guidelines
developed by the Center for Applied Linguistics (CAL), as well as
developing caseload specific programs that address special needs (i.e.
– urban caseloads, unaccompanied minors, handicapped, etc.)
Furthermore, this position is responsible for the supervision of IC
and CO Officers. The CO Coordinator will collaborate with partner
agencies in the development of CO class schedules and site specific
logistical arrangements. This position will also liaise with CAL,
submit quarterly and ad hoc statistical and narrative reports, and be
responsible for representing the CO program for the IRC. The CO
Coordinator will report to the Senior Program Officer – Administration
& External Relations.

POSITION RESPONSIBILITIES:
- Directly supervise the IC and CO Officers and oversee the
supervision of the CO Trainers.
- In conjunction with the Logistics and Operations Departments,
oversee the logistical planning and arrangement of trip schedules
accounting for pipeline projections and personnel needs.
- Liaise with the Case Processing Department in regards to pipeline
maintenance.
- Communicate and work cooperatively with partner agencies including
the UNHCR, IOM, the US Embassy, as well as numerous NGOs and CBOs.
- Serve as a liaison with CAL and maintain appropriate stocks of all
CAL provided resources.
- Prepare monthly statistical reports and quarterly narrative program
reports for the Department of State, PRM, IRC, CAL, and other agencies
as appropriate.
- Manage the development, design, and implementation of the CO
curriculum as well as IC materials.
- Ensure that CO curriculum course content remains current and
accurate through communication with other CO programs and CAL.
- Maintain a current understanding of the overall US Refugee Program
and the resettlement issues related to CO.
- Provide ongoing training and perform Performance Management
Evaluation for all supervised IC and CO staff.
- Develop and maintain additional curriculum materials for special caseloads.
- Administer a monitoring system that ensures consistency and
accuracy in all CO training and IC activities.
- Perform other duties as assigned.

REQUIREMENTS:
- University degree in relevant field for equivalent professional experience.
- Minimum three years’ work experience in refugee resettlement processing.
- Experience in the education field a plus.
- Minimum one year of program management and staff supervisory experience.
- Willingness to travel to remote locations.
- Excellent interpersonal skills; ability to work effectively with
colleagues and partners in a cross-cultural, multi-disciplinary
environment.
- Solid organizational skills with the ability to juggle multiple
tasks, set priorities, effectively manage time, and meet deadlines.
- Flexibility and the ability to work well under pressure in a
fast-paced team environment.
- Proficiency in database management, Microsoft Office programs, and e-mail.

2. Deputy Casework Coordinator, Thailand

The Deputy Caseworker Coordinator assists the Casework Coordinator in
the development, implementation and monitoring of casework plans in
line with established OPE pipeline objectives and supervises the work
of Casework Field Staff. Functions include the development and
oversight of quality control systems and trainings to ensure field
team staff work in line with the expectations of high quality casework
both in the field and in the Bangkok office. Additionally, the Deputy
Casework Coordinator will be responsible for the oversight of the pre
- DHS processing of the regional and Bangkok caseload and management
of the refugee minor caseload throughout the region.

RESPONSIBILITIES:
- In ongoing coordination with the OPE Casework Coordinator and Field
Team Leaders, develop, adapt and monitor the quality of casework
through frequent trainings, refresher courses, and management of the
Casework staff to ensure consistent and high quality casework output.
- Develop and implement a system for our large minor refugee
population that ensures efficient and high quality casework of all
minor cases. This includes system development for monitoring and
tracking BID requests, submissions and reviews.
- Monitor and adapt current tracking and review methods for the
unaccompanied refugee minor population throughout the region by
ensuring that all responsible parties follow up on their respective
minor caseloads through established reports and implementation of new
casework review mechanisms.
- Provide on going training and support for senior field staff in
complex P1 and minor processing.
- Oversee the effective pre – DHS processing of the regional and
Bangkok caseload with support from the Operations Manager and
Casework Coordinator.
- Coordinate and monitor the daily Bangkok office tasks in
cooperation with the Operations Manager, Casework Coordinator and Duty
Officer.
- Coordinate with other departments within the OPE to ensure
effective, smooth and timely delivery of services.
- Provide direct supervision to Casework Managers through ongoing
communication as well as biannual performance management evaluations.
- Other duties as may be required.

REQUIREMENTS:
- University degree.
- Previous experience in refugee processing and domestic refugee resettlement.
- Extensive knowledge of the U.S Refugee Admissions Program.
- Minimum 3 years program management experience.
- Proven experience in managing a multi-cultural staff.
- Excellent Microsoft Office skills as well as proven knowledge of Access.
