Rule of Law Manager
Scope:
The Rule of Law Manager will ensure the implementation of a quality Protection (Rule of Law) project that promotes human rights, rule of law and access to justice. S/he will provide training in core rule of law and human rights principles to government authorities and key stakeholders, and work to create a lasting community resource through capacity building and mentoring of civil society groups involved in providing legal information and counseling and through the operation of Justice and Confidence Centers and the facilitation of rights-focused community fora.
Responsibilities:
This position reports to the Governance and Rights Coordinator and manages a staff of 4 national officers responsible for direct implementation of programs across 2 field sites.
Program Management
- Oversee the implementation of UNDP funded rule of law program and ensure that stated goals and objectives are met, that projects are appropriately monitored and evaluated, and that reports are written and submitted in a timely manner.
- Provide technical and organizational training and support to community groups and individuals
- Manage and supervise project staff, set Performance Objectives for direct reports and routinely monitor their performance.
- Participate in proposal writing. Prepare program work plans, budgets and manage one grant
- Provide accurate regular reports, document results and maintain detailed records of the overall protection program activities in your area of operation to the Governance and Right Coordinator and Field Manager.
Financial Management
- Work with the Governance and Rights Coordinator and Field Manager to develop expenditure and procurement plans to guide implementation of approved grants.
- Review Budget vs. Actuals on a monthly basis with staff
- Provide recommendations and interventions to correct any identified deviations that impact budget adherence to Governance and Rights Coordinator and Field Manager.

Coordination and Representation
- Liaise with counterparts, UN agencies and NGOs; ensure IRC participation in respective sector specific coordination forums and help foster exchanges of program information, best practices and training materials with partners, communities and government
- Work closely with the Gender-Based Violence project team in Rumbek to ensure integrate programming.
- Represent IRC protection working groups in the field and at a national level as requested by Field Manager or Governance and Rights Coordinator.
Requirements
- Minimum of 2 years experience in protection-related and/or human rights-related field;
- Advanced University degree, preferably in Human Rights, Public International Law, International Relations or related fields
- In-depth knowledge of international human rights standards particularly as they pertain to IDPs and/or refugees;
- Previous work experience in refugee/IDP settings, complex emergencies and/or post conflict situations, preferably in a camp setting, preferably in the region
- Strong organizational skills and ability to manage local staff;
- Demonstrated ability to handle sensitive situations diplomatically;
- Demonstrated ability to write concise, analytical and well-argued reports;
- Ability to multi-task, handle pressure well, improvise, flexibility, adaptability to transitions.
- Ability to work under pressure and respond to last-minute requests with a great deal of flexibility
- Fluency in English.
- Excellent computer skills: MS Word, Excel, Power point, Outlook and internet.
- Experience with capacity building of local partners preferred;
- Experience in grant management and proposal writing preferred.
Specific Security Situation/Housing :
The Rule of Law Manager will be based in basic housing in IRC shared staff housing in Rumbek, Lakes State but will travel between Rumbek, Lakes State and Jube Central Equatoria State. There are no major security concerns in the area at the moment but staff are required to adhere to the IRC defined curfew.
